INSPIRE
Information on Initiative

OBJECTIVE

INSPIRE (Internationalisation of Singaporean Production Initiatives, Representation and Enterprise; the “Initiative”) aims to equip Singapore film, animation and publishing projects with financial support for representation and business-matching opportunities to boost international marketability beyond industry trade and market platforms. It is geared towards the potential distribution and sales of such projects.

INSPIRE is offered by the Film, Animation and Publishing Division of the Media Development Authority (MDA).

ELIGIBILITY

This Initiative applies to film, animation or publishing projects in development, in production, or completed. There can be only one project or title for each application.

All Singapore-based filmmakers, producers, publishers, writers or sales agents who are Singapore citizens or permanent residents involved in film, animation or publishing projects may apply individually or by company under one application. For activities which may require more than one representative, they may be listed within the same application under one main applicant. There may not be a repeat of names in different applications for the same activity held within the same period of time.

Meetings for potential partnerships, international sales and/or distribution of the project undertaken must have been secured at the point of application.

It is open to the following two purposes per project, in no particular order:

  • Representation support: for costs incurred to fulfill meetings with potential partners, investors, or sales/distribution agents; and
  • Sales/literary agent support: for costs incurred to fulfill deliverables required by the agent.

Successful applicants are entitled to receive funding support only once for each purpose, in no particular order.

ASSESSMENT CRITERIA

In assessing applications, the following factors will be considered:

  1. Objectives of the intended activity or expenditure;
  2. Artistic quality and potential business outcomes of the project (sales and distribution);
  3. Credentials of the companies involved; and
  4. Benefits to the applicant, project, and to the Singapore film, animation and/or publishing industry as a whole.

SUBMISSION DETAILS

  1. Completed application form;
  2. Background of project and company;
  3. Curriculum Vitae or profile of applicant and accompanying representative(s);
  4. Letter of authorization by company/IP owner, or self declaration to represent the project;
  5. Evidence of meeting(s) confirmed [electronic exchanges are acceptable];
  6. Background or profile of person(s)/company(s) with whom meetings have been arranged;
  7. Itemized cost breakdown [e.g. publicity materials, transport, freight cost estimates];
  8. Proposed programme or business plan, if available;
  9. DVD screener or sample of content, if available;
  10. Letter(s) of recommendation, or other relevant supporting documents;
  11. Copy of contract or agreement with sales/literary agent [for agent support]; and
  12. Invoice provided by sales/literary agent as evidence for cost breakdown [for agent support].

Applications must be submitted at least 4 weeks before the commencement of the activity or event, to:

QUANTUM

Successful applicants will receive up to SGD$5,000 in funding support only once for each purpose, in no particular order.

The funds are disbursed on a reimbursement basis. As of June 2010, funds are disbursed on a reimbursement basis, for the following items, but not limited to:

  1. Travel by economy class, for air and train;
  2. Accommodation costs, not including incidentals;
  3. Accreditation passes, registration fees;
  4. Publicity costs, including design, printing, advertising, trailers, agent fees, press events;
  5. Film/video transfer, or mastering to a format acceptable for distribution or exhibition; and
  6. Freight and shipping costs;

GENERAL CONDITIONS

  • Applications must be submitted at least 4 weeks before the commencement of the proposed activity/event.
  • The average processing time for an application is 4 weeks.
  • Incomplete applications will be rejected. In such an event, participants will be informed via email. Notwithstanding any provision herein, the MDA shall have the sole discretion to reject any application.
  • The MDA reserves the right not to disclose/discuss its reasons for approving or disapproving any application. The MDA may also review, withdraw or suspend the application full or in part if any of the terms and conditions are not met. The MDA’s decision is final and no correspondence will be entertained.
  • Successful applicants shall in no circumstances apply for or be entitled for any other marketing related funding from MDA for the same project including but not limited to the Market Development Scheme, Travel Assistance Programme or such other funding schemes or grants as the MDA may specify from time to time.
  • Submitted applications including any audio-visual materials will not be returned.
  • All information submitted to the MDA will be used only for the purposes of the Initiative unless otherwise agreed by the applicant.
  • Successful applicants shall consent, if required, to the use, without compensation, of their names and/or logos, for publicity purposes only.
  • Successful applicants are expected to acknowledge the assistance rendered by the MDA in the event of any publicity for the project.
  • Successful applicants who are awarded the INSPIRE funds must submit, within the deadline indicated in the Letter of Offer:
  1. A report with the given template regarding their attendance at the event or appointment and outcomes; and
  2. An expenditure breakdown and the original copies of qualifying items stated in the Letter of Offer.
  • Applicants agree to indemnify, defend and hold MDA, and all their officers, directors, owners, agents, employees, content and information providers, affiliates, partners, licensors and licensees (collectively, the "Indemnified Parties") harmless from and against any and all liability and costs incurred by the Indemnified Parties in connection with any claim arising out of any information or Proposals submitted, including any third party claims for infringement of intellectual property rights or defamation on a full indemnity basis. Applicants shall co-operate as fully as reasonably required by MDA in the defence of any claim.
  • As the author or producer of the Proposal, applicants hereby warrant to MDA, their employees, agents, assignees and licensees -
  1. that the applicant is or will by the time of production or publication of the Proposal be the owner of the copyright in the entire submission;
  2. that where copyright ownership is not possible, participants have been or will be granted a copyright licence in respect of such constituent part in a form as fulfillment of this warranty in lieu of ownership of the copyright;
  3. that the Proposal will not infringe any rights of any third party;
  4. that the Proposal has not previously been published in any form in any part of the world; and
  5. that the Proposal is not and will not be defamatory, blasphemous or obscene, or be in any other way unlawful and/or contrary to the laws of the Republic of Singapore.
  • The MDA reserves the right, at their sole discretion, to modify, cancel or suspend the Initiative.
  • By submitting an application, the applicant agrees to these rules.
  • Subject to all applicable laws and regulations, these rules govern all aspects of the Initiative and bind all participating applicants.
