SINGAPORE FILM COMMISSION (SFC) NEW FEATURE FILM FUND 2010
OVERVIEW
The SFC New Feature Film Fund (NFFF) aims to provide opportunities for emerging Singaporean talents to direct a feature film in collaboration with experienced film production companies.
Under the NFFF, the SFC will consider co-funding selected feature films under a co-sharing of rights and revenues arrangement in proportion to each party’s respective financial contributions.
The SFC has the option to contribute up to S$500,000 in investment for each
selected feature film, or 50% of the production budget, whichever is lower.
All genres except documentaries are supported.
Through the NFFF, the SFC hopes more Singaporean feature films will obtain ancillary sales and overseas theatrical exhibition. This helps build the industry reputations of both filmmakers and production houses, and increases the likelihood of further film projects as investments are recouped and reinvested.
MARKETING & DISTRIBUTION
Recognising that films by emerging Singapore directors require additional marketing assistance to reach out to local audiences,
the SFC is prepared to provide up to an additional S$30,000 for advertising and promotion of the finished film within Singapore.
The SFC continues to work with a local distributor to distribute finished NFFF feature films theatrically within Singapore.
ELIGIBILITY CRITERIA
All Singaporeans, including Singapore PRs, are eligible to apply.
Directors who have directed at least one feature film previously are eligible, but preference will be given to applicants with no prior experience in directing feature films. Even so, first-time directors must have experience in directing short films or for television.
Each Proposal must involve a production house that has produced / provided
production services for at least one feature film in Singapore.
This production house must have at least 30% ownership by Singaporean Citizens or Permanent Residents, with central management and control in Singapore. The production house must contribute at least 20% of the production budget, either in cash investment or production services.
The SFC strongly encourages directors and production houses to secure
additional funding from other sources for their projects.
SUBMISSION DETAILS
Applicants are required to submit their Proposals using the duly completed application form, together with the following supporting documents and/or materials:
- synopsis, storyline, treatment, script
- fully itemised production budget, covering above-the-line, production and post production
- production schedule
- track record, experience and profiles of above-the-line team, including director, producer, writer, lead cast, etc
- management, shareholdings, paid-up capital and RCB number (for
production companies)
- marketing and distribution plans
- anticipated sales and returns

SELECTION
Shortlisted applicants and production companies are required to pitch their Proposals to a selection panel in December 2010.
Proposals shall be assessed on the following criteria, including but not limited to:
- Extent to which projects and scripts have been developed;
- Track records of production company and film director;
- Level of financial commitment from producer, investors, broadcasters and/or distributors (if any);
- Strength of marketing & distribution plan. This should include, among others, festival strategies and potential distribution and sales partners both local and overseas; and
- Innovativeness and freshness of concept
Selected applicants and their production company partners are required to enter into a binding contract with the SFC.
For each selected project: should production not commence within 12 months of accepting SFC’s Letter of Offer, SFC will withdraw NFFF funding for that project.
GENERAL CONDITIONS
1. All Proposals must be received by
6pm, 18 November 2010, Singapore time. Incomplete Proposals will be rejected.
2. Notwithstanding any provision herein, SFC shall have the sole discretion to reject any Proposals.
3. All materials submitted as part of a Proposal, including audio-visual
materials, will not be returned.
4. All information submitted to the SFC will be used only for the
purposes of the Scheme unless otherwise agreed by the applicant.
5. Proposals are subject to verification and will be declared invalid if
illegible.
6. SFC reserves the right not to disclose/ discuss its reasons for
approving or disapproving any Proposal. SFC may also review,
withdraw or suspend the Proposal in full or in part if any of the rules
and conditions is not met. SFC’s decision is final and no
correspondence will be entered into.
7. Each winning applicant shall consent, if required, to the use, without
compensation, of its name and/or logo, for publicity purposes.
8. For each selected project: should production not commence within
12 months of accepting SFC’s Letter of Offer, SFC will withdraw
NFFF funding for that project.
9. Each completed feature film will only be distributed theatrically by the appointed distributor subject to its quality and commercial viability. The SFC and the appointed distributor shall have the sole discretion to decline the distribution of the completed feature films if they fail to meet the specified criteria.
10. Applicants agree to indemnify, defend and hold SFC, and all their
officers, directors, owners, agents, employees, content and
information providers, affiliates, partners, licensors and licensees
(collectively, the "Indemnified Parties") harmless from and against
any and all liability and costs incurred by the Indemnified Parties in
connection with any claim arising out of any information or
Proposals submitted, including any third party claims for
infringement of intellectual property rights or defamation on a full
indemnity basis. Applicants shall co-operate as fully as reasonably
required by SFC in the defence of any claim.
11. As the author or producer of the Proposal, applicants hereby
warrant to SFC, their employees, agents, assignees and licensees
–
- that the applicant is or will by the time of production or
publication of the Proposal be the owner of the copyright in the
entire submission;
- that where copyright ownership is not possible, participants have
been or will be granted a copyright licence in respect of such
constituent part in a form as fulfillment of this warranty in lieu of
ownership of the copyright;
- that the Proposal will not infringe any rights of any third party;
- that the Proposal has not previously been published in any form
in any part of the world; and
- that the Proposal is not and will not be defamatory,
blasphemous or obscene, or be in any other way unlawful and/or
contrary to the laws of the Republic of Singapore.
12. The SFC reserves the right, at their sole discretion, to modify,
cancel or suspend the NFFF.
13. By submitting a Proposal, applicants agree to these rules.
14. Subject to all applicable laws and regulations, these rules govern all aspects of the Scheme and bind all participating applicants.
