Call for Proposals - SPINE (Spearheading Publishing Innovation for New Enterprise)
Objective
SPINE aims to catalyse the development of original publishing properties into brands and franchises that live on multiple media
platforms – print, online, TV, mobile/handheld devices, consumer products. Under this Call for Proposals (“Call”), the Media
Development Authority of Singapore (“MDA”) seeks submissions from publishing companies for publishing programmes
(“Programmes”) with strong cross-media cross-platform elements, aimed at international distribution and readership.
The MDA will co-invest, together with publishing companies and other industry partners in Programmes that present opportunities for global reach and economic returns under a co-sharing of rights and revenues arrangement. The level of MDA’s participation is dependent on the scale, scope and merits of the proposal (“Proposal”).
Scope
The Programme may involve the development of new publishing series or imprints, or the enhancement, extension and/or expansion of established publishing properties in relation to content, design, and distribution.
Examples of Programmes of interest include:
- Children’s Book/Comic Book/Graphic Novel Properties - publishing, interactive, film, animation, television and/or merchandising tie-in; and
- Consumer and Trade Magazines – international editions, interactive extension.
Eligibility Criteria
The MDA welcomes submissions from individual publishing companies, and industry consortia consisting of publishing companies (the lead applicant).
To qualify for SPINE, the publishing company must:
- be registered as a Legal Entity and incorporated in Singapore, having at least 30% local shareholding, with central management and control in Singapore, subject to the provisions of the Companies Act (Cap.50);
- not have commenced on the Programme at the time of application; and
- own most, if not all, rights to the original publishing properties.
Programme Evaluation
Programmes shall be evaluated on the following criteria, which includes but will not be limited to the following:
- Quality of the original publishing property;
- Extendibility of the original publishing property;
- Reach and size of the addressable market;
- Potential to scale regionally or globally;
- Projected investments, revenue and Total Business Spending in Singapore;
- Financial standing of the publishing company;
- Degree to which the Programme supports the growth and competitiveness of the publishing company;
- Track record of the publishing company, and partners if any;
- Capacity and commitment of the publishing company, including partners, to execute the Programme.
Submission Details
Interested parties may send in their application form accompanied by the company’s proposal containing the following details:
1. Executive Summary:
- Executive summary of the Programme; and
- Key benefits and impact of the Programme on the original publishing properties and company.

- Information Architecture and Site Structure
- Features
- Interactivity, including User Experience and Interface Content
- Design (concept/drawing/mockup)

3. Execution Plan
- Development and Production plan
- Sales, Marketing and Distribution plan
- Partnership and Alliances
- Resource Planning and Allocation
- Milestones and Timelines
4. Financing Model:
- Capital Requirement
- Level of Financing Committed to-date (including partners’ investment)
- Fully-Itemised Budget (manpower, professional services, hardware/software, others);
- Projected Cash Flow
- Projected Return
- Deal Structure and Exit Plan (for MDA)
5. Supporting Document:
- Registrar-of-Companies (ACRA) records of the publishing company;
- Financial statements of the publishing company; and
- Any other documentation or supporting material that might assist consideration of the application.
Please note that interested parties must submit five printed copies of their company’s proposals as well as a soft copy for MDA’s retention.

All proposals must be received by 20 December 2010.
