CROSS-SECTOR (“X-SECTOR”) Call-For-Proposal Guidelines

Background

Leveraging on the positive responses from Industry to the earlier FutureGames(Media-In-Learning) call for proposal, the Cross sector (“X-sector”) initiative aims to catalyze the development of new Interactive Digital Media (IDM) content, applications or platforms for 5 pre-identified sectors:

  1. Education, Learning & Training
  2. Advertising
  3. Health & Wellness
  4. Tourism & Hospitality
  5. Sports

This call for proposal aligns to the objective of creating an “IDM Everywhere”, self-sustainable ecosystem across sectors, through use of different media.

This X-Sector Call-for-Proposal invites Industry partners to submit a proposal for development of new application, content and services for the sectors. An X-Sector Partner Network consisting of providers with new or existing technology have been identified (Annex A refers). Industry partners are encourage to work with one or more of the X-sector partner listed, to license or co-developed with these technologies to create new marketable products and services.

Funding Quantum

MDA will consider funding of up to 50% of the qualifying cost that are assessed and approved by an evaluation panel comprising MDA and selected industry members.

Examples of major allowable costs are:
      • Manpower
      • Hardware & Software
      • Materials & ICT Services
      • License / IP
      • Professional Services

Eligibility Criteria

1. Only local Companies may apply. The applicant must be registered as a legal entity and incorporated in Singapore with at least 30% local shareholding, central management and control in Singapore, subject to the provisions of the Companies Act (Cap.50).

2. The submission can be from a single entity, consortium or co-production between local and foreign companies, although at least 60% of the project’s development costs must be spent in Singapore.

3. The proposal must involve the creation of a new Interactive Digital Media product or services that:
a. Is designed to serve the needs of the sector(s) identified
b. Original / proprietary to the applicant
c. Demonstrate potential to be marketed at the next level

4. The initiative does not fund the establishments of infrastructure, ongoing administrative costs of organisations, or the ongoing costs of an organisation’s or individual’s website.

Milestone and Deliverables

1. The deliverable at the end of the project should be general release on various digital platforms for publishing and distribution.

2. Development is to commence by 4th Quarter of 2010 where milestones and deliverables will be determined by MDA and the Developer. Disbursement of funding will be administered by MDA.

3. Between milestone submissions, MDA may organise demo/feedback sessions where team members will be required to showcase and demonstrate work-in-progress builds for play-testing and feedback gathering.

4. All assets (for example, source code and technology) and copyrights to the completed projects will be vested with MDA. The management and any transfer of the rights are hence, responsibilities of MDA. MDA reserve the right to use the projects including the content therein for purely non-commercial and publicity purposes.

5. The MDA will require due credits in the website and all promotional & publicity programmes / materials of the completed product as acknowledgement for the support and assistance rendered by the MDA under the initiative.

6. All revenue and proceeds from the commercialisation of the projects may be shared between the MDA and the Developer on a pari pasu basis.

7. Developers are expected to undertake and complete the project upon official approval from the MDA.

Termination of Project

In the event that the applicant decides to terminate the project, or if MDA terminates the project due to the applicant’s default, the applicant would have to compensate MDA the entire sum of funds which has been disbursed to applicants at the time of termination.

Making an Application

1. Applications will be submitted using a designated application form and be returned by

  • 30th July 2010 - for Learning & Advertising sectors
  • 27th August 2010 – for Healthcare, Tourism and Sports sector

2. Application forms can be downloaded from http://www.smf.sg/BusinessCentre/Pages/Funding.aspx, and applications are to be submitted electronically to mda_img@mda.gov.sg no later than 1500 hours on the closing date.

3. If CDs or DVDs are required to accompany the submission, applicants are to deposit the application and accompanying materials at the MDA Reception on Level 16, Symbiosis at Fusionopolis, attention to Mr Ray Lai before the closing date.

4. Applicants will be assessed based on the evidence of their ability and commitment to successfully manage, deliver the proposed solutions.

    The proposal should therefore demonstrate:

  1. The Applicant’s objectives in producing the product
  2. The concept and how it relates to its target market
  3. Understanding of intended target audience and consumer behaviour
  4. Scalability of the solution to for the regional and/or global market
  5. How the concept differentiates itself from existing solutions within the market
  6. The commercial potential of the project and plans to bring it to the next level (projected version updates, IP exploitation)

5. Only short-listed applicants will be notified within 4 weeks of the closing date or earlier.

6. Short-listed applicants may be required to present to the Evaluation Panel after the application closing date at a time to be determined by MDA. Selection will be made by a panel of representatives comprising MDA and selected industry members.

7. MDA reserves the right to change the submission deadline and the scope of the Call with prior notice on MDA’s website.

NO MODIFICATION ON ANY PART OF THE DOCUMENT IS PERMITTED WITHOUT WRITTEN CONSENT FROM MDA.
